This paper presents the view of a mathematician - a specialist in the management of organizational systems on the problems of management of regional educational systems (ROS) . It proposes a formal ROS model (introduction of a scorecard,) the ROS [ CM ] There is a link between them ,. management problem is formulated and methods of its solution are discussed) , sets out the general principles of ROS management and management decision-making mechanisms (i.e. rules and procedures for decision-making) , methods of ROS optimization are given and requirements to their development programs are formulated. The work is conceptual, Which means ,. that the development of formal models of educational systems can and should be continued by joint efforts of specialist-theoreticians on the management of socio-economic systems and employees of the educational management system, which this work is primarily addressed to.
