Individual terror is permissible in exceptional cases. It is resorted to when they want to eliminate one of the leaders of the dictatorial regime. One cannot risk the lives of experienced, brave and courageous people by entrusting them with the elimination of a minor personality. This will only lead to the destruction of revolutionary elements and intensify repression. There are two types of sabotage: nationwide sabotage at certain sites and sabotage in a war zone. The sabotage carried out on a national scale is mainly aimed at the destruction of communications. This is achieved in a variety of ways. Note that all communications are vulnerable. For example, telegraph and telephone poles can easily be cut down at night when they are not guarded; then a light push rolls one pole, which will drag the rest behind it. This will result in the disruption of telephone and telegraph communications over a vast distance.. It is also possible to destroy bridges by blasting them with dynamite, and if not, metal bridges, for example, can be destroyed by autogenic cutting. This will result in massive unemployment and famine.. Enterprises belonging to ardent supporters of the ruling regime must be destroyed, explaining to workers the meaning of this measure. Businesses should not be destroyed in cases where this leads to serious social consequences. We emphasize once again that in carrying out acts of sabotage, special attention is paid to means of communication and ways of communication, which in rough terrain are effective weapons of the enemy army in its fight against insurgents. Therefore, we must constantly know this and undermine railway bridges, destroy drainage structures, disrupt power lines, cut telephone wires, disable the water supply system - in short, disrupt the normal life of the settlement.
