The action of the fantastic action film by the American writer L. Maddock takes place in the distant future. Two space supercivilizations - the Malik Empire and the Galactic Federation - are waging a long war among themselves. The first of them sends mercenaries in time machines into the past of different planets, including Earth, in order to change their history at their discretion; the second, with the help of the special organization TERRA, is trying to prevent the machinations of the Empire. TERRA entrusts the most difficult and dangerous tasks to its super agent Hannibal Fortune and his partner Webley, a strange creature from homogeneous protoplasm who has received a license to interfere in history.
