However, there is still no agreement on the role of citizens in an intensively technological environment. They are seen both as passive data generators and as docile users of technology. But we cannot ignore the fact that citizens today are actively involved in redefining digital tools, that they are not only mastering the benefits of networks, but also discovering their vulnerabilities, are beginning to influence technology and city management in an increasingly complex and unpredictable way.
