The last decade marked the beginning of a study of the activities of the Politburo of the Central Committee of the CPSU(B), which was the focus of unprecedented power. Palo multi-tiered taboo ("secret", "Strictly confidential" , "Top Secret" , "Special Folder", "keep the cipher on the right" and the main of the spells - informal "only for party members" , once imposed by the Politburo on every lively interest in its "works and days", and the contours of this mysterious phenomenon became clear. Out of the fog came a general outline, began a detailed study of the mechanism of functioning and political role of the pre-war, especially Stalinist, Politburo .. Undoubtedly, the appeal to the scattering of materials of the Politburo made it possible to approach a scientifically substantiated answer to many questions posed by early historiography about the circumstances and mechanisms of the political evolution of the USSR. Equally important, the new sources allowed the formulation of new tasks of historical research. There was an opportunity to study the international policy of the USSR through the prism of the activities of the Politburo of the 1920s-1930s .
