The second Russian note caused a turmoil in Washington.Various groups urged that the Government adopt a rigid policyof demolishing two Russian cities for each city demolished inAmerica, or that it accept the principle of "one for one," or thatit do neither, but just keep the Russians guessing.At a meeting of the National Security Council severalpublic-relations experts expressed the view that were Russiaactually to demolish one of the twelve cities she had listed, thepublic would demand that America retaliate by demolishing anumber of Russian cities. They said that the President wouldthus not be able to abide by the principle of "one for one," evenif he desired to do so, without  seriously risking the defeat ofhis party at the next elections.---
