Improving the legal and methodological support for the development of regional strategies involves activities in several areas. The approach implemented in Russia provides for the following sequence: a regional strategy is developed, then, on its basis and taking into account the basic components (strategic priorities and goals, forms and tools of management), development strategies for municipal districts and urban districts. This approach allows us to initially identify system-wide positions that are significant for the region as a whole, and then specify them in relation to the municipality. This “strength” does not exclude “losses”, manifested in poor consideration by developers of the features of the spatial economy of the region (the socio-economic state of municipalities, their development potential).
