Changes in the tax system must be based on the regulatory and stimulating function of taxes in economic development and in increasing effective demand. An improvement in the administration of tax collections is manifested in an increase in budget revenues and must be accompanied by a decrease in the relative size of the tax burden. The introduction of a progressive personal income tax scale will increase the flow of income to the budget, reduce the level of inflation and narrow the gap in the level of consumption of Russian families.
