When it turns out that a victorious war is not possible, the president decides to disperse everyone who surrounded him, convincing for many years that there are no problems. Disillusioned with life and people, the president makes the most radical decision of his life. And before that, he announces a large-scale lottery, the winners of which will be able to take the vacant places in the anti-nuclear bunker.
