The remote town of Sanctuary, not so long ago part of the mighty Rancan Empire . Locals call it the World of Thieves - the bulk of the citizens are criminals (former and current) and ruined adventurers. But even in such a city there must be an imperial governor, and the emperor sends his half-brother (and possible pretender to the throne), Prince Cadaquitis ., to the city. The prince is young and full of ambition, wanting to eliminate or at least reduce criminal activity in the city. But he lacks support, and the city continues to live its life, barely noticing the efforts of the new ruler.
