The monograph considers the issues of creating a methodological apparatus for the formation of a single information space in housing and communal services. The functional capabilities of domestic information systems currently used in the management of housing and communal services, as well as the functional capabilities of foreign information systems for real estate management. Algorithms for rating information systems have been developed, as well as for determining the level of readiness of organizations for managing housing and communal services for automation. Solutions to the problem of rating information systems are made using the method of relative preferences on a variety of alternatives, providing for the construction of a matrix of pairwise comparisons. An algorithm is also given for choosing a rational combination of appointments "Organization for the management of housing and communal services - information system", corresponding to the minimum costs for the formation of a single information space of housing and communal services of the region, as well as for its maintenance in working condition. In this case, to determine the combination of appointments, a multi-criteria assignment problem is solved.
