Among a number of circumstances that directly influenced the creation of national units in the Wehrmacht, it should be noted the failure of the German plans of the blitzkrieg in the autumn of 1941. which entailed the prospect of a protracted war, for which Germany was not ready. In these conditions, the Eastern legions and Cossack units, along with other national formations, were called upon to at least partially compensate for the losses suffered by the Wehrmacht and cover the shortage of manpower, which began to actively affect the Eastern Front.
