Publication of a document containing a program for the liquidation of a planned economy and the transition to market relations in the RSFSR. Developed on behalf of the 3rd (extraordinary) Congress of People's Deputies of the RSFSR, held from March 28 to April 5, 1991. At the congress, the report of the Chairman of the Supreme Council of the RSFSR B. N. Yeltsin “On the political and socio-economic situation in the RSFSR and measures to exit from crisis"; co-reports of people's deputies of the RSFSR M. L. Zakharova, V. B. Isakov; On the national-state structure of the RSFSR (On the Federative Treaty); On the results of the referendum of the RSFSR; On the Treaty on the Union of Sovereign Republics; approved by the Prosecutor General of the RSFSR. Publication of the program was intended for deputies elected at the congress. There is no publication date and can be determined approximately: no earlier than April 5, 1991 (completion of the congress) and no later than June 30, 1991 (setting tasks for the third quarter of 1991, see p. 22).  The page numbering has been retained.
