The study being brought to the attention of Russian people is based on a public report made by K.V. Rodzaevsky at a crowded all-Russian meeting in the garden of the Railway Assembly in Harbin on June 10, 1940. The author has processed and supplemented the report with the latest data and analysis of events that took place after June 1940 during the second half of that year and the first half of the subsequent 1941. Many provisions that sounded like a bold prediction then may now seem outdated, since they have been fully realized.
